Stakeholders in the shipping industry, including the Port of Texas City, the West Gulf Maritime Association, Carnival Cruise Lines, Royal Caribbean Cruise Lines, and the Florida-Caribbean Cruise Association have filed objections to the latest rate adjustment request by the Galveston-Texas City Pilots; and the cruise lines have filed a lawsuit against the Board of Pilot Commissioners for the Ports of Galveston County challenging the commission's ruling that continues to require two pilots on cruise ships.
