Marineros en tierra

MERCEDES GALLEGO En hogar improvisado de otra tripulación abandonada ha vuelto a convertirse el puerto de Alicante donde uno de cada cuatro mercantes inspeccionados es detenido hasta que se subsanan las deficiencias detectadas. Esta cifra hace de Alicante el puerto del país en el que más embarcaciones de las inspeccionadas se detienen en proporción al tráfico que registra. Sólo en lo que llevamos de año han sido inmovilizados 9 barcos de los 45 inspeccionados frente a las dos embarcaciones retenidas de las 101 examinadas en Valencia o los 12 de los 107 que arrojan los datos del puerto de Castellón, uno de los que más asemejan, aunue si alcanzarlo, al balance de Alicante.
Si el año pasado fueron un carguero turco y otro indio, ambos de bandera panameña, los que hicieron escala obligada en Alicante (durante meses el primero y para siempre el segundo), en estos momentos es el Melek N, un mercante turco de enseña de San Vicente y Granadinas (uno de los registros de conveniencia de las embarcaciones con más puntos para el desguace que para surcar los mares dada la laxitud de su legislación) el que desde el 3 de agosto permanece atracado frente al Instituto Politécnico Marítimo Pesquero con cinco de sus diez tripulantes a bordo. Tres georgianos y dos turcos que empiezan a no creerse las reiteradas promesas del armador, quien desde que Capitanía Marítima detuvo el carguero e impuso una fianza de 60.000 euros por las anomalías que presentaba lleva asegurando cada semana que el problema se arreglará "la que viene", sin que la solución se vislumbre.
Las deficiencias estructurales detectadas en el Melek N que, según se apunta desde Capitanía, "le hacen inseguro para la navegación", representan un tercio de los motivos de detención de las embarcaciones inspeccionadas en Alicante, seguido en un porcentaje similar por el control de las condiciones de trabajo y los horarios de las tripulaciones y completándose el tercio restante con el estado de los dispositivos de salvamento.
El combinado de controles a estos tres niveles (estado del barco, condiciones de los allí trabajan y equipos de salvamento) ha provocado la inmovilización en el puerto de Alicante de doce cargueros en apenas año y medio, registrándose una al mes entre julio y septiembre de este año.
Aún así, no es el celo inspector el único elemento determinante en el elevado número de inmovilizaciones en comparación con otros puertos de similar tráfico. Su peso específico tiene el lamentable estado de muchas de las embarcaciones que recalan en Alicante. "No tiene nada que ver el Mediterráneo con los puertos del norte", precisan desde Capitanía, "los barcos que llegan aquí son peores porque la flota es antigua ya que los tráficos se realizan fundamentalmente con el norte del África y con Oriente y tiene fletes muy bajos".
Pero inmovilizar un barco no sale gratis y es la Autoridad Portuaria la que, como explica su presidente, Miguel Campoy, "sufre las consecuencias de la aplicación de la ley". Sólo en tasas, el Ecstacy (que aguarda su condena al desguace desde mayo después de acoger durante un año a la tripulación que dejó abandonada su armador) debe 24.00o euros, cantidad a la que hay que sumar los gastos que supone la obligada vigilancia por motivos de seguridad y medioambientales. "Eso no significa que estemos en contra de aplicar la normativa, Capitanía hace lo que tiene que hacer, pero debe haber más colaboración entre todas las administraciones porque cuando se inmoviliza un barco nuestra responsabilidad es muy alta, además de que está ocupando un espacio que no pueden utilizar otros", agrega Campoy.
En la misma línea se expresa José Andrés Martínez, presidente de la Asociación de Consignatarios que agrupa a 22 empresarios que ejercen su actividad en el puerto de Alicante. "Que se detengan tantos barcos no es bueno y ese celo que estamos notando en la aplicación de la ley ya se lo hemos hecho saber a Capitanía. Ni Valencia ni Cartagena arrojan las estadísticas de Alicante. Claro que hay armadores que merecen estar en la cárcel, pero no debemos pasar por algo que los tráficos que se hacen aquí, como la exportación de mármol, son de productos baratos que buscan barcos baratos. ¿Por qué hemos de tener en Alicante dos mercantes detenidos? Además de ocupar espacio se generan procedimientos judiciales largos. Deberíamos plantear un debate sobre este tema", concluye el consignatario que quiere dejar claro que cuando un mercante no reúne condiciones ellos son los primeros en rechazar la consignación.
Mientras tanto, los tripulantes del Melek N, que además de haber sido abandonados llevan sin cobrar desde agosto, están sobreviviendo gracias a la ayuda de UGT del Mar y del Instituto Social de la Marina, que les están facilitando provisiones. El problema se agravará cuando arrecie el frío y se acabe el combustible, porque cada día que pasa están más convencidos de que el que ahora es su hogar es ya, de hecho, otro barco abandonado.

Perú podría construir barcos y un puerto para Bolivia

El Servicio Industrial de la Marina de Guerra del Perú (Sima) está listo para atender cualquier requerimiento de Bolivia para la construcción de buques y un puerto en la ciudad peruana de Ilo, aseguró este lunes el almirante Jason Saavedra, director de esa empresa.

"Si Bolivia así lo decide, estamos ampliamente en condiciones de apoyar en la construcción de cualquier tipo de nave, ya sea mercante o de instrucción, o un terminal portuario en lo que a metal mecánica se refiere. Podemos construir los buques que Bolivia desee", señaló el almirante a la agencia oficial Andina.

El ministro de Defensa de Bolivia, Rubén Saavedra, anunció el sábado pasado que el Gobierno de Evo Morales estudia la compra de buques para realizar operaciones y formar a sus oficiales navales en el puerto de Ilo, en la costa del sur de Perú.

El pasado martes, Morales y su homólogo peruano, Alan García, suscribieron un protocolo complementario al acuerdo que permitió a Perú poner a disposición de Bolivia, en 1992, una zona franca sin soberanía en Ilo.

Perú otorgó a Bolivia durante 99 años nuevas facilidades portuarias y de libre tránsito para sus exportaciones, que podrán salir con mejores condiciones por Ilo, un puerto a unos 1.200 kilómetros al sur de Lima.

Además, en la zona franca industrial y económica especial de Ilo se podrán instalar industrias bolivianas para el mercado externo y en la zona franca turística se podrá construir un muelle deportivo y de pesca.

Al respecto, Jason Saavedra dijo que ya se han producido algunos contactos con la Armada de Bolivia, que ha solicitado información sobre los servicios del Sima en construcción de infraestructura portuaria, buques de instrucción y mercantes.

El oficial recordó que el Sima construyó en los años ochenta las fragatas lanza misiles "Montero" y "Mariátegui", que actualmente conforman la escuadra de superficie de la Marina de Guerra peruana.

La empresa de la Armada atiende actualmente pedidos de todo el mundo, entre los que sobresale la construcción de buques remolcadores y barcazas para los trabajos en el Canal de Panamá.

"Además, el Sima Perú ha construido buques de carga, mercantes, petroleros, buques científicos; realiza trabajos de modernización de barcos, así que no habría ninguna limitación par atender cualquier requerimiento de la Armada de Bolivia", detalló.

El ministro boliviano de Defensa explicó que su país analiza comprar primero buques de práctica para capacitar a oficiales y después adquirir naves de transporte, mientras que la instrucción a sus marinos se hará en un anexo a la Escuela Naval de Ilo, que albergará a cerca de 250 efectivos bolivianos, entre alumnos, instructores y personal de apoyo.

Bolivia quedó sin acceso al Pacífico en una guerra que perdió junto con Perú frente a Chile en el siglo XIX y desde entonces el tema dificulta los vínculos de La Paz y Santiago, que tienen suspendidas sus relaciones a nivel de embajadores desde 1962, con un breve paréntesis de 1975 a 1978.

Renace la Marina Mercante en Colombia

Después de 10 años, la Dirección General Marítima y la Escuela Naval de Cadetes “Almirante Padilla” propendiendo por el fortalecimiento del ‘poder marítimo’ nacional, reactivan la formación de cadetes mercantes. Labor que obedece a la necesidad de incorporar personal calificado para que se desempeñe a bordo de los buques mercantes nacionales o extranjeros.
En la actualidad los efectos de la globalidad han permeado la dinámica del transporte marítimo, como de las actividades relacionadas con el mar. En consecuencia las oportunidades profesionales vinculadas a este sector se incrementan debido a las ventajas que ofrece, ejemplo de ello son las oportunidades profesionales relacionadas con las actividades marítimas.

La diversificación de las actividades marítimas en los ámbitos comercial, turístico, logístico e industrial a precios competitivos, hacen que hoy Colombia requiera preparar profesionales que permitan continuar el desarrollo marítimo del país, su marina mercante y su comercio internacional, además para que se fortalezcan los proyectos marítimos y portuarios, que le permitirán obtener una posición de avanzada en el contexto regional.

Toda esta visión del mar y su comercio exterior, demandan contar con profesionales capacitados para llevar a cabo tan importante gestión. Es por ello que la Dirección General Marítima (Dimar) y la Armada Nacional, a través de la Escuela Naval de Cadetes “Almirante Padilla”, han reactivado el programa de Pregrado para Oficiales Mercantes, que iniciará a partir del primer semestre de 2011en Cartagena.

Este pregrado permite que los futuros Oficiales de Altura de la Marina Mercante colombiana se proyecten profesionalmente en cargos operativos y de gestión, trabajando en las diferentes entidades públicas y privadas, relacionadas con actividades de transporte marítimo, portuario y conexas al comercio exterior por vía marítima.

Asimismo, es una profesión que hoy permite, tanto a hombres como a mujeres, la adquisición de competencias para acceder al mercado laboral nacional e internacional. Los egresados como profesionales en Ciencias Náuticas tendrán los conocimientos, aptitudes y comprensión necesarios para desempeñar funciones, en las especialidades de cubierta e ingeniería, operativas y de gestión en barcos de cualquier tipo, en la flota nacional o internacional, las empresas navieras que los administran y en la industria marítima en general.

Por lo anterior, Dimar convoca a la juventud colombiana a vincularse a este pregrado que brinda proyección profesional a hombres y mujeres. Los aspirantes a marinos mercantes podrán desarrollar un proyecto de vida diferente, cuyo ámbito supera las fronteras nacionales, que le permite ser parte de la representación profesional colombiana ante el mundo, entendiendo que el mar ofrece un mundo de oportunidades.

Datos para tener en cuenta:

- Colombia cuenta con 10.250 personas trabajando embarcados y en tierra dedicados al tema de la Marina Mercante, entre oficiales, marineros y personal de servicios. Hoy en día se necesita con urgencia el ingreso de hombres y mujeres a este oficio tanto para Colombia como para el mundo.

- En el ámbito mundial el 70 % de las tripulaciones de los buques mercantes superan los 40 años de edad.

Marina Mercante realiza jornadas de capacitación a trabajadores del mar

TEGUCIGALPA.- La Dirección General de la Marina Mercante, inició esta semana las jornadas de capacitación sobre el tema de seguridad y protección, establecidas en el Convenio Internacional STCW, orientado a la formación y titulación de gente de mar.

La Organización Marítima Internacional (OMI), como ente rector de la vida marítima, realiza alrededor del mundo jornadas de capacitación, con el fin de socializar con todos los marinos, sin importar, el tipo de embarcación o puesto en que se desempeñen, a conocer los parámetros y alcances que en el tema de seguridad la OMI empezarán a implementar en el año 2011.

Asimismo, dentro de las enmiendas realizadas al convenio del STCW y que se estarán socializando en las jornadas son las que la Organización Internacional de Trabajo (OIT), recomendó se tomarán en consideración para su cumplimiento tal es el caso de Promoción de la participación de mujeres en la industria marítima, atracción para el ingreso de la gente de mar así como retenerlos para la profesión marítima, promoción de conocimientos, habilidades y profesionalismo técnico de la gente de mar, entre otros.

Actualmente, según las estadísticas que se manejan en el país, son más de 43 mil marinos hondureños, los que han zarpado a alta mar desde el periodo comprendido de 1997 a 2009, por lo que se ha convertido en un reto para las actuales autoridades, incrementar esta cifra en el próximo periodo.

Razón por la cual impulsa constantemente jornadas de capacitación, tendientes a mantener actualizado a los marinos hondureños y a su vez motivar a las futuras generaciones a que incursionen en la vida marítima.

El general retirado Nelson Willys Mejía, director de la Marina Mercante, ha priorizado dentro del Plan Estratégico la Capacitación y Titulación de Gente de Mar, mediante el fortalecimiento de la Escuela Marítima Centroamericana, a través de jornadas de actualización y socialización que a su vez vendrán a mantener los estándares de calidad internacional que Honduras ha ostentado en los últimos años.

En especial afianzar la honrosa posición que Honduras tiene en la Lista Blanca de las (OMI), en cuanto a formación y Titulación de gente de mar, con el fin primordial de asegurar y incrementar año con año los más de 300 millones de dólares anuales, que en concepto de remesas recibe el país.

Avanza el proyecto para contar con una marina mercante nacional - Argentina

El secretario General del Sindicato Obreros Marítimos Unidos (SOMU), Enrique Omar Suárez, asumió como director de Maruba. De acuerdo al cronograma establecido, se van dando los pasos para restablecer un proyecto de marina mercante nacional.

Este proceso se inició hace unos meses, cuando se concretó el ingreso del sector laboral en esta emblemática naviera privada que opera en tráficos nacionales, regionales e internacionales bajo la bandera argentina. La nueva composición accionaria, que ahora contiene al Somu, la Federación Marítima Portuaria y de la Industria Naval, y al Centro de Capitanes, se reflejó con la designación de Suárez.

Su asunción contó con la presencia de todo el arco empresarial, político e institucional que desde hace años brega por el desarrollo de los intereses marítimos argentinos y por recuperar bodega a favor de los buques, que navegan con pabellón y tripulantes nacionales.

“Este acontecimiento es producto de mucho trabajo de consenso, llevado a cabo por los sectores que participan en Maruba. Estamos creando equipos de gente idónea y trabajadora. Sabemos que, empujando todos al mismo tiempo, podemos movilizar este sector de la economía y potenciar otros sectores productivos, relacionados a la industria del transporte marítimo”, señaló Samuel Rodríguez, presidente de Maruba.

El directivo aseguró que, desde hace décadas, la participación argentina en el mar fue retrocediendo de forma permanente. Asimismo, recalcó que la marina mercante local no cuenta con apropiados diques secos ni muelles de alistamiento para la reparación de sus buques, salvo la excepción de Tandanor, mientras que el dique seco, en Puerto Belgrano, está fuera de servicio.

Ejemplo brasileño

“Brasil comprendió esto a tiempo y viene empujando su industria naval con créditos de su Fondo de la Marina Mercante. El programa actual de construcción de buques en Brasil involucra una etapa inicial de entrega de 48 naves, con un costo de u$s 5.000 millones. El proyecto requiere que un mínimo de 70% de los materiales para los buques sea de origen brasileño. Ellos esperan llegar a 112 naves para 2015”, manifestó Rodríguez.

Para el presidente de Maruba, el país necesita reaccionar urgente, y no seguir observando el crecimiento de los demás, viendo su propio deterioro. Los mecanismos de crédito y las inconveniencias impositivas arrastran la actividad fluvial y marítima a ciertos países. Llegamos a un momento crítico de decisión, donde necesitamos el respaldo y acompañamiento de la Nación. Es necesario el consenso de los sectores productivos para generar una visión estratégica, que permita, en los próximos años, reconstruir esta actividad”.

Por su parte, Suárez dijo que “este desafío constituye una gran responsabilidad y es el anhelo de todos los trabajadores. Representar a los compañeros marítimos, portuarios y a la industria naval, impone redoblar los esfuerzos para que este proyecto llegue a buen puerto. Recuperar a Maruba, en este bicentenario para la Argentina, es un compromiso con el patrimonio y la bodega nacional, que nos llena de orgullo y satisfacción. A través de este proyecto se pueden recuperar los u$s 6.000 millones en fletes que se pierde todos los años, por no tener una marina mercante nacional”.

El gremialista aseveró que cuentan con el apoyo de los trabajadores, del sector empresario, y afirmó que “el Gobierno de la presidenta Cristina Fernández de Kirchner ha inspirado esta decisión armónica con toda su política de fomento y desarrollo. Comienza una nueva historia en el transporte marítimo, fluvial, en nuestros puertos y en la industria naval. Los trabajadores estamos presentes. Hoy, más que nunca, capital y trabajo juntos, dentro del proyecto nacional y popular”.

Suárez aseguró que “con la incorporación de los trabajadores al directorio de Maruba, uniendo la experiencia comercial privada con la fuerza del movimiento trabajador, estamos poniendo en marcha y mirando hacia el futuro, con un justificado optimismo, la recuperación de una actividad estratégica. Se trata de un negocio rentable, que garantiza soberanía económica y que actúa como disparador social de innumerables empleos propios y potencia cientos de industrias colaterales”.

Vázquez y Feijóo intercambian reproches por los seguros marítimos

La polémica por el cambio de seguros marítimos ha centralizado el cara a cara entre el secretario xeral del PSdeG, Manuel 'Pachi' Vázquez, y el presidente de la Xunta, Alberto Núñez Feijóo, cuando el socialista ha acusado al Gobierno de dejar a "30.000 marineros sin seguro" desde el 1 de octubre. El mandatario autonómico ha defendido el nuevo método y ha advertido de que la antigua póliza "valía para poco o para nada".

Aunque Pachi Vázquez ha fijado en esta cuestión su debate, el jefe del Ejecutivo gallego apenas ha dedicado unas palabras a esta cuestión que, a priori, se planteaba en términos más generales, tales como "la incidencia de la política de la Xunta en el recorte de los derechos sociales de los ciudadanos".

Así, el mandatario gallego ha proclamado que en el nuevo seguro del mar ahora "están las cofradías", mientras que en el anterior "estaba una consellería". "¿Hay alguna empresa que quería beneficiar con ese seguro que valía para poco o para nada?", le ha espetado Feijóo al líder del grupo mayoritario de la oposición.

"Nosotros hicimos un seguro donde está participando el sector, todo el sector del mar y todas las cofradías", ha enfatizado el dirigente autonómico, quien ha denunciado que en "el seguro del mar socialista estaba una empresa", al respecto de lo que se ha preguntado si Vázquez "también va a representar en el Parlamento".

"Haría falta saber quién está en esa empresa para saber porqué se enfada de que le quiten ese seguro y se lo den a las cofradías", ha sentenciado Feijóo. "Le digo una cosa, amigos de seguros, cuando pongan en marcha el de responsabilidad civil, se lo voy a decir aquí, y apunte el nombre de un ex conselleiro de Pesca que anda muy cerca del cotarro", le advirtió, previamente, Pachi Vázquez.

SEGURO

El seguro colectivo de accidentes en el mar ha sido anulado y sustituido por otro que se suscribe a través de la sociedad Polar Seguros Marítimos --en donde está integrado el sector del mar--, que a su vez contrata los seguros con la empresa Mapfre.

Según la conselleira do Mar, Rosa Quintana, que este martes ha explicado en una comparecencia los cambios en esta materia, la mencionada compañía es la única que ofrece en Galicia la póliza de responsabilidad civil, a la que obliga la nueva Ley de Pesca.

Hasta ahora, la consellería del ramo reservaba del orden de un millón de euros para hacer frente al seguro colectivo, pero, según sus explicaciones, esa póliza no cubría todos las indemnizaciones a las que tenía que hacerse frente en caso de accidente marítimo. Precisamente, una de las cuestiones que no cubría era la responsabilidad civil.

Con el nuevo sistema, la Xunta defiende que los barcos están completamente cubiertos, puesto que cada uno tiene su propio seguro --suscrito con Mapfre a través de Polar--. A ellos, la Xunta destinará unos 250.000 euros a través de una orden de ayudas para subvencionar el 25 por ciento de cada póliza, frente al millón de euros que reservaba en los presupuestos.

CRÍTICAS

El secretario xeral del PSdeG ha insistido en denunciar que desde el 1 de octubre, los marineros gallegos "están sin seguro" por la renuncia de la Xunta, que argumenta en su escrito --al que dio lectura en el pleno-- que "renuncia a la celebración del contrato por razones de interés público, fundamentadas en el actual escenario de recortes en el gasto público, tanto en el presente ejercicio 2010 como en el siguiente 2011".

"Esta situación obliga a seleccionar y priorizar los gastos de la Dirección Xeral y de la Consellería, no pudiendo acometerse, por falta de financiación, determinados gastos que no estén afectos a servicios e inversiones de carácter básico", dice el documento.

Al respecto, Pachi Vázquez ha lamentado que el Gobierno considere "minucias" que en los últimos cinco años se produjesen unos 7.800 accidentes en el mar, 59 muertes y se registrasen 359 siniestros graves. "Si es una minucia, yo no entiendo nada", ha remachado.

POLAR SEGUROS

Por su lado, para la Consellería do Mar, tal y como ha explicado su titular, el impulso de Polar Seguros Marítimos "abre un mundo de posibilidades" para que surjan y se presenten más compañías, de manera que se potencie la competitividad del sector.

Esta iniciativa, de hecho, tiene el respaldo de la Federación Galega de Cofradías de Pescadores --cuyos presidentes gallego y de las cuatro provincias acudieron al debate en pleno este martes cuando comparecía Rosa Quintana--, de la Cooperativa de Armadores de Pesca del puerto de Vigo (ARVI) y de Remolcasa (sociedad estatal participada en su totalidad por Sasemar --Sociedad de Salvamento y Seguridad Marítima--).

El trabajo está en el mar

Con más de 173.000 malagueños en paro, hablar de vacantes laborales suena casi a chiste. Sin embargo, existen determinados puestos que no se logran cubrir porque apenas hay demandantes para esos trabajos. Por paradójico que pueda parecer en una provincia costera como Málaga, algunas profesiones ligadas al mar aparecen dentro del Catálogo de Ocupaciones de Difícil Cobertura (CODC), que cada trimestre elabora el Servicio Público de Empleo Estatal (antiguo Inem).
Son los empleos con menos competencia y, por tanto, de los mejor retribuidos. Y casi todos están en alta mar. Así, azafata o auxiliar de buque de pasaje, bombero de buques, camarero o cocinero de barco o contramaestre de cubierta cotizan al alza en la actualidad, por delante de arquitectos, ingenieros o médicos. También se buscan frigoristas y mecánicos navales, jefes de máquinas de buques mercantes o mozos de cubierta.
Fuera del ámbito marítimo, las dos únicas profesiones que se incluyen en el listado son deportista profesional y entrenador deportivo, según publicó ayer el Servicio Público de Empleo Estatal en su informe del cuarto trimestre.
A nivel nacional, sin embargo, además de trabajadores del sector naval, faltan principalmente médicos, pero también ingenieros de todo tipo, logopedas, profesores de formación profesional, terapeutas y animadores.

El empresario interesado en emplear a un foráneo solo tiene que consultar este catálogo para conocer si el puesto que necesita ser cubierto no cuenta con candidatos suficientes. Si la ocupación que precisa aparece en el listado del CODC, el empresario podrá solicitar la autorización de residencia y trabajo para el extranjero que desea contratar sin necesidad de tener que presentar una oferta de trabajo ante los servicios públicos de empleo.

GOBIERNO PROTESTA ANTE ORGANIZACION MARITIMA

BUENOS AIRES, 26 (ANSA) - El gobierno argentino denunció hoy "la violación deliberada" de Gran Bretaña de las normas de la Organización Marítima Internacional (OMI), al realizar disparos con misiles desde las Islas Malvinas.
La Cancillería argentina informó en un comunicado que "ha puesto en conocimiento de la OMI la nota que recibiera de parte del Reino Unido solicitando que sea circulada entre todos sus Estados Miembros, alertando sobre la violación deliberada por parte del Gobierno británico de las normas" de la organización.
Argentina ya había denunciado ante los organismos internacionales que Gran Bretaña realizó disparos de misiles desde las Islas Malvinas entre el 11 y el 23 de este mes.
Voceros de la Cancillería explicaron a ANSA que la protesta de Argentina "no es una reaccion espasmódica" ya que desde 1974 para la OMI el país "es la responsable de seguridad de Atlantico Sur".
Además, los voceros explicaron que "nos enteramos de los ejercicios británicos por un alerta de Hidrografía Naval del 11 de octubre". JMG

Política marítima integrada para Europa

VICENTE MARRERO (*) Recientemente (septiembre de 2010), la Comisión Europea presentó un instrumento financiero (propuesta de reglamento) para el apoyo continuado a la política marítima integrada (PMI 2011-2013), planteada en el año 2007 (COM -2007- 575 Libro Azul) y con el objetivo de "propugnar un enfoque integrado de la gestión y gobernanza de los océanos, los mares y las costas, así como fomentar la interacción entre todas las políticas relacionadas con el mar en la UE" y, con ello, lograr un uso sostenible de los mismos.

La financiación propuesta, que se discutirá próximamente en la Comisión y en el Parlamento Europeo, es de 50 millones de euros y tiene como objetivo el crear sinergias a través de la vinculación de todas las políticas que tengan una incidencia en el mar, tales como las de transporte, pesca, aduanas y protección del medio ambiente marino.

Tal financiación facilitará a todas las partes interesadas a que continúen los trabajos exploratorios ya iniciados y a plantear nuevos proyectos. La "PMI 2011-2013" (PMI) actuará sobre varios ámbitos ya programados en el Libro Azul (2007) y confirmados por el Consejo en 2009:
Integrar y coordinar todas las políticas relacionadas con el mar y las regiones costeras (Gobernanza Marítima Integrada).
Estrategias integradas de cuencas marítimas europeas adaptadas a las necesidades de cada región marítima.
Ordenación del espacio marítimo y la gestión integrada de las zonas costeras.
Desarrollar infraestructuras adecuadas relativas al conocimiento del medio marino.
Intercambiar información de todos los sistemas de vigilancia y seguimiento.
Fomentar el crecimiento económico sostenible, la innovación y el empleo.

Los mencionados objetivos pretenden crear una base jurídica, técnica y científica que nos permita integrar las muchas políticas sectoriales de la UE relacionadas con los mares, costas, pesca, libertad, seguridad y justicia, transporte, industria, cohesión territorial, investigación, medio ambiente, energía y turismo.

Las prioridades especificas vienen definidas en la propuesta de reglamento por el que se establece un programa de apoyo para la consolidación de la PMI -COM (2010) 494 final- y enumera las acciones subvencionables: estudios y programas de cooperación; intercambios de mejores prácticas; actividades de sensibilización, difusión y comunicación; organización de conferencias, seminarios, talleres y foros de partes interesadas, entre otras. Próximamente, este reglamento va a ser presentado al Consejo y al Parlamento Europeo para ser debatido.

En este escenario, el "Cluster" Marítimo Canario (CMC) pretende contribuir a estimular el diálogo y la cooperación con y entre las partes interesadas, proponiendo proyectos y propuestas innovadoras que contribuyan a impulsar un crecimiento económico sostenible, la innovación y el empleo en el sector marítimo y las regiones costeras canarias.
Incorporaremos en el debate nuestras singularidades (Región Ultraperiférica –RUP–) para optimizar nuestro enclave geográfico y experiencia mercantil en los temas marítimos, convencidos de las oportunidades que nos proporcionará la PMI en el desarrollo socioeconómico de Canarias.

Ladies and Gentlemen,

Friends of the Bahamas, Old and New,


I am very happy for the opportunity to be present at celebrations marking the opening of the newest Bahamas Maritime Authority Office. This is our third overseas office, the others being located in London and in New York City. We are now pleased to have offices on three continents.


This office is, as we say, long overdue. Some 12 years ago, when we opened our first career consular office in this city, it was my expectation that our Maritime Office would soon follow.


We knew then as now, that Hong Kong is a significant hub for international shipping and hence an ideal location from which to attract additional world-class ships to our expanding Registry.


So I was particularly pleased to be able to take part in the formal opening of the office this morning.


With over 52 million in gross tonnage The Bahamas has one of the largest fleets in the world. Still, it is not our aim to have the biggest fleet in the world. What we desire, is the best. And we are well on our way in achieving this goal.


Fortunately, there are many owners who share our aspirations. We are proud to be on the White Lists of all of the world's Port State Control regimes. This speaks to our commitment to excellence and the highest international standards.

Hong Kong is a city with significant history, included in which is its growth and importance as an important maritime city. It is a gateway for east-west trade and a major international centre for financial services.

As such Hong Kong is home to shipping companies and related trade enterprises. It also has a wide cross section of business persons and high net worth individuals whom we would like to introduce to the Islands of The Bahamas.


The Bahamian archipelago stretches from the southern end of the Florida peninsula to Cuba. To give you some perspective, it takes a commercial jet approximately two hours to fly through Bahamian airspace from north to south.


Our extraordinary and expansive jade and aquamarine waters are a yachting and fisherman’s paradise teeming with exotic marine life and rare species. We also boast the largest underwater blue hole system in the world.


With a population under 400,000 we have punched well above our relative weight in tourism, as well as maritime and financial services.


We have done so, because we are a strategically located nation with an open, dynamic economy that is continuing to become even better integrated into the world economy.


We are a vibrant, stable democracy, having achieved a number of the key elements of the United Nations Millennium Development Goals.


The Bahamas is now engaged in the most expansive infrastructural investment programme in our history. This includes a new state-of-the-art international airport at our main island of New Providence, home to Nassau, the Bahamian capital city.


Because of the many opportunities and advantages The Bahamas offers, we have made impressive and fairly rapid strides in attracting world-class maritime services.


Indeed, in this area we are an international centre of excellence, constantly seeking to improve our maritime services and products.


Hutchison Whampoa’s Freeport Harbour and Container Port, located in Freeport, Grand Bahama has the deepest berths in the region. It also serves as a major container transshipment hub for the eastern seaboard of the US and as the principal east-west line-haul route through the region.

Freeport also hosts a large ship care facility with three floating dry docks. It is able to receive some of the largest cruise ships in the world for repairs and is equally able to deal with other commercial shipping.


Its boat yard is being expanded to accommodate larger boats. This is critical as we pursue a special Yacht Registry. Further, Freeport and Grand Bahama Island host two significant fuel and crude oil storage and transshipment terminals.


In addition to ship registration, transshipment and ship repair, The Bahamas is also strategically attracting international capital investments in other areas of our ever diversifying economy.


These targeted areas include: tourism resorts, second-homes, marinas, information and data processing, assembly and high-tech industries, and captive insurance, among others.


In the financial services sector, we are a choice location in our hemisphere. We are a low-tax jurisdiction with no taxes on income, wealth or inheritance.


There is one ingredient which underlies all of the enterprises which I have mentioned. That ingredient is quality. We aim to attract the top end of the market in whatever field we enter.


You may have heard our internationally-known signature line which annually attracts millions of visitors to The Bahamas. That signature line is: “It’s Better in The Bahamas”.

Dubai sails into top 5 job destinations of choice

Dubai has been ranked among the top five global locations of choice for employment opportunity in the commercial shipping sector, ahead of other global shipping hubs like Mumbai, Shanghai and Hong Kong, according to a new survey.

The annual Maritime Employment Review for the commercial shipping market published by the UK-based global shipping industry recruiter Faststream ranks Dubai as the joint No 4, along with New York, on the list of global employment destinations of choice.

“Although we face many unknowns as we move into 2011, the one certainty is that good candidates are not walking the streets,” the survey maintains. “Demand for commercial shipping talent remains high and will continue to rise for the foreseeable future,” it says.

With a little under half (45 per cent) of respondents choosing Dubai as the destination of choice if the right job opportunity came along, the emirate ranks ahead of locations such as Monaco (41 per cent), Hong Kong (35 per cent), Oslo (30 per cent), Shanghai (28 per cent), Athens (21 per cent), and Mumbai (9 per cent).

The survey found Singapore as the most popular location to move to if the right job opportunity arose, with 60 per cent of the 85 respondents saying that they would consider moving there. This was closely followed by London (52 per cent) and Geneva (50 per cent).

New York also received 45 per cent of votes and is ranked No. 4 jointly with Dubai.

The Faststream survey polled 85 respondents including shipbrokers, chartering managers and freight traders based in Europe and Asia.

The report concludes that commercial shipping firms “are having to review their recruitment techniques and employment packages to secure the best talent. The movement of people between companies, industries and global locations will continue to have a significant impact on the success of the industry as we begin to emerge from these difficult times.”

Millionth vessel transits Panama Canal

History was made recently when the dry bulk carrier Fortune Plum was the 1,000,000th vessel to transit through the Panama Canal since it opened in 1914.

The Fortune Plum left China in August carrying approximately 40,000 tons of steel products, heading for the Panamanian port of Cristobal to help meet the local construction industry’s demand for building materials.

To reach that port, the vessel had to move carefully through the Panama Canal, which enables shipping to move between the Pacific and Atlantic Oceans without making the long and sometimes perilous trip around the southern tip of South America.

At 57,000 MT, 189.99m LOA, and with a beam of 32.30m, the Fortune Plum is one of the largest vessels that can pass through the waterway. It started the transit from the Pacific Terminal and completed it 14.7 hours later, arriving at Miraflores Locks on the Atlantic side.

On the day the Fortune Plum made its historic passage, it was one of a total of 31 vessels that transited. Vessel number 999,999 entered the Gatun locks in the opposite direction seven minutes earlier than the Fortune Plum entered from the Pacific side.

Five percent of the world’s sea borne trade passes through the 80 kilometer (50 mile) canal every year. The Fortune Plum has now entered the history books as the millionth transit. The very first slot was taken 96 years ago by the SS Ancon.

It is anticipated that by 2011, 37% of the world's container ships will be too large for the present Canal. A Panama Canal enlargement scheme is in progress, with completion expected in 2014. The estimated US$5.25bn project will double the Canal's capacity by allowing more traffic and for the passage of longer and wider ships.

DNV explores the development of competence standards for marine warranty surveying

During his closing remarks at the recent Heavy Europe event in Hamburg, Peter Mackenbach, senior principal surveyor, DNV Maritime Services said that the initiative was a direct result of concerns expressed by oil majors, heavy lift shipping lines and other companies with which DNV works.

Mackenbach said that many clients had been in contact with the company, which provides services for managing risk, to express their belief that some warranty surveyors are not sufficiently qualified to conduct surveys of heavy and over-dimensional cargoes and the specialist heavy lift fleets which carry them.

"There have been expressions of concern that some surveyors have insufficient knowledge, understanding and experience of heavy project cargoes and aren't up to the task in hand," said Mackenbach.

"Establishing a competence standard for marine warranty surveying companies will enable the genuine operators to benchmark their services and show their clients that those services benefit from third party endorsement.

"DNV has considerable experience in helping to develop and implement quality standards and is one of the world's leading classification and accreditation bodies."

Mackenbach said that in addition to DNV specialists, the working group will include representatives from insurance companies, major oil companies, warranty survey organisations as well as heavy lift shipping companies. DNV is currently investigating which industry organisation is best positioned to hold ownership of such a competence standard.

Demand for ship operators and freight traders remains strong in Europe and Asia-Faststream

Global shipping industry recruiter Faststream reports that demand for ship operators and freight traders remains strong in Europe and Asia in its annual Maritime Employment Review for the commercial shipping market. Faststream Recruitment Group CEO Mark Charman says : “The shipping markets continue to offer good opportunities for talented individuals and we believe that as long as there are no market shocks, the post-Christmas and post-bonus period should be a busy one for freight traders, shipbrokers and chartering managers looking for new challenges.”




The review looks at the growth of commercial shipping activity in Singapore and how this activity is translating into more and more jobs. The report finds that mid level chartering managers in Singapore are commanding average salaries of GBP 72,650 (S$149,500) vs GBP 59,120 ($121,610) in Europe. Mid level ship operators are being hired on average for GBP 59,900 (S$117,125) in Singapore vs GBP 49,500 (S$121,610) in Europe.

UK - MFA - Foreign Office Minister honours anti-piracy Merchant Navy Officers

Foreign Office Minister Henry Bellingham congratulated 12 Merchant Navy Liaison Officers for their work against piracy at an event at the British Chamber of Shipping on Thursday 28 October.

Henry Bellingham presented the awards in his capacity as the Foreign & Commonwealth Office's Minister with responsibility for counter-piracy issues and on behalf of the British Government.

He congratulated the Merchant Navy Liaison Officers for their ''professionalism and dedication'' and said ''co-operation between governments and industry is a vital part of our fight against piracy. We must continue to work together to keep the sea lanes open and trade flowing.''

In December 2008 the Merchant Navy Liaison Officer Scheme was established to assist European Union Naval forces interact with the needs of the merchant fleet. The scheme was established to support the efforts of European Union Naval Force's (EUNAVFOR) Operation Atalanta at its Headquarters in the UK. The Officers are seconded from their parent companies and organisations at no cost to the naval operation, a significant industry contribution to the success of the operation.

The UK's maritime sector is the largest in Europe with a turnover of over £56 billion. The sector employs approximately 410,000 people in the UK, with London being the world centre for maritime financial and legal services. Over 90% of the UK's visible trade moves by sea with the UK’s maritime trade forecast to almost double over the next 15 years.

The UK government supports the shipping industry through protected group transits through the Gulf of Aden using the Internationally Recognised Transit Corridor, and providing advice to mariners through the Royal Navy manned UK Maritime Trade Operations office.

The UK government provide Operational Headquarters for the European Union's counter-piracy task force, as well as providing ships and other assets to North Atlantic Treaty Organisation (NATO) and Combined Maritime Forces operations. We prosecute pirates whenever there is a chance of success.

The UK and EU are also providing technical and financial support to Kenya, Seychelles and Somalia to support work in developing courts and prisons to accept more pirates.

Celebrating HK Shipping Registry's two decades of achievements

Hong Kong (HKSAR) - As a key part of Maritime Awareness Week (MAW), the Secretary for Transport and Housing, Ms Eva Cheng, and prominent figures of Hong Kong's maritime industry joined a luncheon today (October 29) to mark the 20th anniversary of the Hong Kong Shipping Registry (HKSR). In a keynote speech delivered at the luncheon, Ms Cheng congratulated the autonomous HKSR on its impressive achievements as a shining example of first-rate service offered by the Hong Kong maritime cluster. The HKSR was set up on December 3, 1990.

Starting with a gross tonnage of six million, it is now the fifth largest register globally and has passed the 54 million mark. Ms Cheng said, "Gross tonnage apart, ships flying the Hong Kong flag are also amongst the best performers worldwide. The port state detention rate for Hong Kong ships is only about one third of the world's average." Ms Cheng pointed out that consolidating Hong Kong's position as a renowned international maritime centre and reinforcing the maritime cluster had always ranked high on the agenda of the Government and would remain so.

She said the Government would vigilantly safeguard the institutional strengths essential to maintaining Hong Kong's premier maritime position, such as being a free port, and having an independent judiciary and a common law legal system, a simple and low tax regime, a friendly business environment, free flow of capital and information, practices and requirements that were fully on a par with the relevant international standards, as well as strong and well established international business and maritime network. Ms Cheng noted that admittedly, the Hong Kong Port, as a mature port, could not match the growth rate of ports in the Pearl River Delta. "Nevertheless, Hong Kong's truly global reach and high frequency of sailings have helped maintain and reinforce its status as an international hub port," she said.

"During the first nine months of 2010, we had a throughput of about 18 million Twenty-foot Equivalent Units, representing a year-on-year increase of some 13%. Furthermore, in view of Hong Kong's well established competitive advantages in service provision, our reputation in offering tailored logistics services and our experience in handling high value goods, it would be logical for Hong Kong to play to our strengths. Hence, whilst the Government will continue to put in place the necessary infrastructure to meet the needs of the Hong Kong Port in time, the future of Maritime Hong Kong would rely heavily on the service side." Ms Cheng said the Government would step up efforts to nurture a pool of home-grown maritime talents through financial incentive schemes and scholarships and that the Hong Kong Maritime Industry Council and Hong Kong Port Development Council would continue to conduct promotional missions to potential markets.

Also speaking at the luncheon, the Director of Marine, Mr Roger Tupper, echoed Ms Cheng's view on Hong Kong's status as an international hub port. Mr Tupper said, "This large fleet, amongst the top five in the world, provides a constant visual reminder in the great port cities around the globe that Hong Kong is a truly world maritime city." Together with Ms Cheng, Mr Tupper and the Chairman of the Hong Kong Shipowners Association (HKSOA), Mr Kenneth Koo, presented awards at the luncheon to individual and companies which had supported the Sea-going Training Incentive Scheme of the Government. MAW, which is taking place from October 25 to 31, aims to raise the profile of the maritime industry so that the public, the younger generation in particular, will learn more about its important contributions and the various opportunities that it offers.

Maritime and Ports Drive Improvement at Grupo TMM

Grupo TMM (TMM - Analyst Report) is one of the largest integrated logistics and transportation companies in Mexico. The firm, through its subsidiaries provides maritime services, land transportation services, integrated logistics services, and ports and terminals management to international and domestic clients throughout Mexico. TMM’s offshore and product tanker fleet generally work with long and medium-term contracts which has the effect of predictable cash flows.

On October 28th, 2010, Grupo TMM announced results for the third quarter of fiscal year 2010 ending September 2010. Revenue for the period was $74.68 million down 0.9% sequentially from $75.42 million and up 0.3% year over year. Revenue in the 2010 periods was negatively impacted by reduced revenue at the Logistics division.

EBITDA increased 38.7% to $22.2 million compared to $16.0 million in the same period of last year. In the first nine months of 2010, EBITDA increased 39.5% to $67.4 million compared to $48.3 million in the same period of 2009.

However, the first-nine months 2009 EBITDA included a $4.4 million profit from the sale of two offshore vessels in the second quarter of 2009. Without this one-time profit, EBITDA increased 53.5%, or $23.5 million, in the 2010 first nine months, compared to the same period last year.

At Maritime, third-quarter 2010 revenue grew 3.9% compared to the 2009 third quarter, mainly due to increases at every segment except for chemical tankers, which had one less vessel in operation. Maritime's operating profit grew 6.4 percent in the 2010 third quarter compared to the same period of the previous year, mainly as a result of a 225.0 percent gross profit increase at product tankers due to higher average daily rates as well as a 66.7 percent gross profit increase at chemical tankers due to more efficient routes and reduced costs.

Improved year-over-year results at the Ports and Terminals division in the 2010 periods were mainly attributable to increased revenue and profit at Acapulco as a result of higher cruise ship calls and auto handling volumes; at shipping agencies due to higher volumes, benefitted by one new cruise line route among Mexican major ports in the third quarter; and at maintenance and repair due to continued improvement in the revenue mix and higher container volumes, specifically at Manzanillo.

This marked the fourth consecutive quarter of positive free cash flow. Management anticipates reaching its annual EBITDA goal of 90 million in 2010. Contract backlog stands at $308.9 million.
Recall at the end of the 2nd quarter the firm reopened its 20-year, non recourse, Mexican Trust Certificates Program to consolidate all tranches into one in an effort to improve the Program's credit rating.

On July 13, HR Ratings de Mexico rated the new issuance of Trust Certificates AA in the domestic scale. The transaction closed on July 29th and should allow the firm to redeploy its fleet, prepay certain dollar-denominated debt and fund new projects. The new issuance rate is TIIE +245 basis points and was rated AA (domestic) by HR Ratings de México.

The company’s shareholders approved this new issuance on April 30, 2010, at the company’s Annual Ordinary Shareholders Meeting. The TIIE is Mexico’s Interbank Equilibrium Interest Rate. The firm consolidated the three tranches of its 20-year, non recourse Mexican Trust Certificates Program into one issuance, for $10.5 billion pesos (approximately $817 million dollars).

In the 3rd quarter, Peso Denominated debt was impacted by $14.8 million as the Peso appreciated versus the Dollar. Cash increased $22.3 million. Of the firm’s entire debt position only 2.5% of net debt is short term.

Panamax size dry-bulk carrier market is strong

A healthy Panamax class dry bulk fleet benefits equity market participants.

Panamax class vessels have done relatively well. The ships have benefitted from a good demand in iron ore, grain and coal. Coal transport demand has been strong in concert with the rise in iron ore trade, allowing Panamax ships to join the Capesize fleet in benefiting from the uptrend.

Analysis

Panamax class vessels have been part of the fluctuation of the broader current dry bulk market. They have experienced occasional steep movements, due to factors including ones associated with the global economy. While some of the factors have caused a damper on demand, time charter average rates for Panamax ships overall have risen in the last 18 months, without drastic fluctuations compared to Capesize rates. There was the impact caused by India's ban on export from some ports. Although a small volume affected, it appeared to have had a physiological effect. Recently, there were reports of declining port congestions for Panamax cargoes. Although a sign of strength in demand, it lets rates lose their momentum. Coupling fixtures, stockpiles and reported export volumes on grain, coal and iron ore shows a sign of reliability, consistency and strength of the class.

Rates continue to hover around 16-18K for translantic, 27-29K for Cont/FE, and 9-11K for FE/Cont and 16-21 for FE-RV. While their highs for the year was 43.5K, 49K, 24K and 34K respectively. The average Baltic Exchange T/C rate for the year to date is 26,488 compared to 2009 at 19,295. Capesize year to date is 33,595 compared to its 2009 at 42,656.

Panamax bulk carriers remain the ships of choice, having the right combination of characteristics for transporting large quantities of raw commodities. As the leading coal and grain transporter, the ships have the flexibility in length, breadth and depth to call at most ports. Even as a large pool of Supramax evade the territory of the Panamax, with their gear advantage, the benefits of the Panamax in scale is attractive. There is so far no sign of over capacity of the class. Wall Street listed operators of Panamax dry-bulkers: DryShips, Diana Shipping, Excel Maritime, Baltic Trading, Genco Shipping, Star Bulk Carriers, Seanergy Maritime , Navios, Navios Maritime Partners, Paragon Shipping are poised to benefit from these vessels. About 1650 Panamaxs’ are currently in the marketplace. The average fleet age is 13 years. Through 2014, only a handful of new builds are set to be delivered.

Excel Maritime, a major owner of the class has had good revenue from the fleet. Standing at about 75% of their fleets, Diana and DryShips have also benefited. The ships make up 77% of Navios fleet, while 66% of Paragons’.

As winter approaches, demand for coal is expected to favor Panamax ships.

Banks are frustrating effort of shipowners - Nigeria

AN operator in the local shipping sector Oladipo Ogunwemimo spoke to Vanguard’s Godwin Oritse and registered their plight in trying to keep their heads above water in local shipping industry and inhibitions in trying to access the Cabotage Vessel Financing Funds from the four Primary Lending Institutions.
Below are excerpts.

Can you attest to the fact that there has been some relative security in fish trawling business particularly in the Niger Delta area?

The attacks on fishing trawlers in recent times has abated, the situation has calmed down a bit, the activities of the pirates and sea robbers have reduced considerably.

Right now the fish trawling business is picking up, it is just that we are still having problem of high cost of bunkers, that is, the fuel used to power these vessels is still very high.

What do you think could be responsible for this relative peace trawlers are enjoying?
I shall want to attribute the peace and security trawlers owners are enjoying to the amnesty programme of the Federal Government which to a large extent has checkmated the activities of militants.

Criminality in the creeks has reduced, piracy has reduced considerably since they started the amnesty programme.
Do we still have foreign dominance in the local shipping sector?
The local shipping industry is very much dominated by foreigners because the vessels of most Nigerian operators are not in class.

Most of the vessels own by indigenous operators have been trading for so many years and they also lack maintenance and care and most bigger vessels owned by foreigners will not allow these classless vessels come near them so most of the jobs are still being done by foreigners

Again Nigeria does not have a proper classification society, even the one we have here does not have international recognition and most of the P and I clubs are in Nigeria so you have to go abroad to do your insurance.
Would you also attribute the failure of the Cabotage law to the problem of classification too?

The government through NIMASA is the regulatory agency in the shipping sector which has started the process of assisting local operators to acquire vessels, but up till now that I am talking to you, nothing has come out of it and that is why most of us have not been able to acquire the kind of vessels we need to operate in oil and gas trading business.

Presently most of the vessels we have are old, besides, most of them are single hull and the International Maritime Organisation (IMO) is trying to phase out single hull vessels.

Again, because most of the available jobs in Nigeria are handled for foreigners, this has led to huge capital flight.
Again another major problem we have in Nigeria is the issue of dearth of personnel, most of our so called technical experts are not well trained, they do not know much about the job.

You hire a Nigerian Captain who runs your vessel aground and he is not always on board.I think they have to start by putting proper structure in place, we need to go back to basics.

How many schools are training seafarers now in Nigeria. We need people to train these boys to internationally acceptable standards.

An able man will call himself a Captain after working for five or six years, being a Captain is not just moving the vessels, they cannot give proper report, they cannot take records of cargo. In most cases, you have chains of shortages each time you go to take delivery of your cargo.

I am aware that there is an arrangement by NIMASA in collaboration with some four banks to give credit to ship owners how far have you gone ?

To the best of my knoeledge, they have appointed some banks to handle that, but how many indigenous shipowners have the banks given credit in the last six months or so.
Has the project started at all?
The project has started but the conditions are too stringent.

Right now, I am sure you are aware of happenings in the banking sector, that is what most of these banks are using as an excuse to avoid giving credit to people.

And again, they said you have to get a contracta before you acquire a vesse, in that contract, you state the type of vessels, based on that, you can now make a request for a loan.

papers with your contract papers, then you have to bring in your own equity, it could be 10% or thereabout.
Then they send surveyors on board the vessel for inspection.

The process is long though but the conditions are too stringent, the banks will not tell you that they are not going to give but you must meet the conditions.

I think what NIMASA should do is to compel the banks to tender a monthly report of the funds in their custody and I am sure that the banks are just using the funds to run their own operations.
