Colossal Gantry Crane Arrives in Vancouver

Vancouver Shipyard’s new 300-metric-ton Gantry Crane arriving in Vancouver via deep sea ship on Thursday, February, 14, 2014 prior to being offloaded
After months of planning and anticipation, Seaspan’s new 300-metric-ton Gantry Crane arrived at Vancouver Shipyards. 
Once erected, this colossal crane will be the largest Gantry Crane in Canada, towering 80 meters high and spanning 76 meters wide, and mark a significant milestone in Vancouver Shipyard’s Modernization Project. The two-year, $200 million project, which began construction in October 2012 and is scheduled for completion in the fall of 2014, will provide a new state-of-the-art facility, allowing Seaspan to efficiently deliver Non-Combat Vessels for the Royal Canadian Navy and Canadian Coast Guard.

“The transformation of Vancouver Shipyards has been incredible as we continue to build a world-class shipbuilding and ship repair centre of excellence on the West Coast,” said Brian Carter, President of Seaspan Shipyards. “Today’s event is a further demonstration of Seaspan’s huge commitment to investing in people, processes and equipment, and is the latest landmark in the future of the National Shipbuilding Procurement Strategy."

Due to its massive size, the crane was shipped in three large pieces – the fixed leg, hinged leg and main girder - along with thousands of smaller components from China via a deep sea ship to Fraser Surrey Docks, before being offloaded and transported to Seaspan’s North Vancouver location.

Assembly, hook-up, testing and commissioning of the crane is estimated to take place over the next several months, with completion targeted for this summer.

“Once operational, this crane will play a pivotal role in our shipbuilding business well into the future,” said Brian. “It is a very exciting time at Seaspan Shipyards. Not only are our new facilities taking shape, but development activities are moving full-steam ahead as we prepare to build the next generation of vessels for the men and women of the Canadian Coast Guard in October 2014

A National Maritime Strategy

It’s not rocket science.


  • The National Maritime Symposium: talk is cheap
Last week, Paul "Chip" Jaenichen, Acting U.S. Maritime Administrator said in his online blog, “... We concluded the Maritime Administration's first National Maritime Strategy Symposium, and we're pleased that it included so many leaders who work every day providing for the economic and national security of our nation’s waterways." He added, “The U.S.-Flag commercial fleet, crewed by U.S. merchant mariners, provides safe, reliable, and environmentally-responsible transport of cargo to support economic activity – both domestically and internationally. Maritime trade is a critical part of our country’s economy.” I couldn’t agree more. But, perhaps, that’s where he and I diverge.
We do need a national maritime strategy. And, it was nice that we had a reported attendance of more than 250 people representing shippers, operators, labor, academics, and government agencies, all participating in roundtable discussions, panel sessions and presentations. The mid-January event focused on developing a national maritime strategy. The nation’s Acting Marad Chief also insisted, “The symposium was an important step in the right direction … but only a first step.” We can only hope that it wasn’t the only step. And you can forgive me for being skeptical of an organization that has just awoken from a self-imposed, four year slumber.
  • Export for the (right) Reason
These are exciting times for domestic oil & gas producers, refiners, boatbuilders and let’s face it – pretty much anyone who counts themselves as a stakeholder on the domestic waterfront. Stakeholders are enjoying a time when we as a nation boast a trade surplus in terms of refined products and shipbuilding output (up to a certain size and deadweight and in specific niche trades). Domestic energy production has us in a sweet spot that last year recorded the lowest need for imported feedstocks and crude oil in decades. The analysts say it will only get better. Indeed, some oil majors predict that the United States could be all but energy self-sufficient in as little as five years, if we only play our cards correctly.
As energy demand increases overseas concurrent with our newly robust domestic output, the current situation leaves the United States in a very good position. The latest discussion that would allow the export of LNG as well as crude oil to foreign entities is nominally good news. Mind you, little if any of that output would end on U.S. bottoms, but the corresponding reduction in our still massive trade deficit would be a welcome outcome, if the exports come to fruition. Separately, I read a recent news item which tied the recovery of the foreign (registered) crude oil tanker market to the end of the U.S. Export Ban.
The wire story went on to say that the ongoing energy recovery would leave crude-oil tankers behind unless the United States reversed course on its almost four-decade ban on the exports of most unrefined exports. That may well be true. Beyond this, I do favor the export of excess LNG and any other unrefined assets that we find ourselves blessed to possess on this side of the pond. Doing that to help the greater global tanker market is a decidedly bad reason for doing so. Reducing our trade deficit and increasing domestic employment, especially in the maritime and energy sectors, should be among our main concerns as we move forward in a changing global energy climate.
  • Simple Steps: Charity begins at home
I wonder how many others who attended this month’s National Maritime Symposium in Washington, or like me, dialed in on the Web, saw the irony of having such an event hosted by the U.S. Maritime Administration. The same organization that bills itself as the nation’s “maritime cheerleader” has only just recently finished awarding nearly USD $1 million to a domestic vessel operator for the purpose of retrofitting new, LNG burning engines into its vessels. It all sounds good until you realize that the funds will likely be used to perform those alterations in an Asian shipyard. What’s wrong with keeping those funds here at home?
At about the same time that U.S. taypayer funded Marad grant money moves offshore, support for the Maritime Security Program (MSP) that provides a $3.5 million annual subsidy for about 60 U.S. flagged – but all foreign built – vessels was also pushed at the Symposium. The Marad-administered program is nominally a good idea. That it funds the operations of foreign built vessels, is not. Over a five year period, the federal government will potentially spend as much as $1 billion on the program.
MSP rules require the Secretary of Transportation to establish a fleet of active, commercially viable, militarily useful, privately-owned vessels to meet national defense and other security requirements. I constantly find myself asking how many ships we could build domestically with those funds, using loan guarantees, grants in exchange for a certain number of years of MSP participation or other creative vehicles. It’s nice to count the 60 ships among our “American” merchant marine. Every one of them would probably be reflagged tomorrow if the funding disappeared.
  • It’s not Rocket Science
In a statement released yesterday by the U.S. Department of Transportation and attributed to Transportation Secretary Anthony Foxx, the nation’s newly confirmed transportation chief said, “In his 2014 State of the Union Address, President Obama laid out a bold vision for increasing opportunity for all Americans. The road to better opportunities can take many forms – a bridge that helps parents get home faster, a transit system that connects a community to new jobs, or a port that helps businesses sell to more markets – and we at the Department of Transportation look forward to doing our part to help connect all Americans to the 21st century economy.”
Secretary Foxx’s comments were important in only one respect. That he mentioned U.S. ports at all was a refreshing sea change for this administration. Echoing the words of Acting U.S. Maritime Administrator Paul Jaenichen, when he referred to the National Maritime Symposium, that’s an important first step. To date, all we have are words. We do need a strong merchant marine. There IS room for the Jones Act in the domestic maritime equation and there is plenty else we could be doing in the meantime to further the infrastructure of the domestic waterfront. Ante la presencia de numerosos militantes y ciudadanía en general, el diputado federal Germán Pacheco Díaz, rindió su primer informe de labores legislativas a los tampiqueños.

       

En su discurso, destacó el privilegio y la delicada responsabilidad de representarlos en la Cámara de Diputados del Congreso de la Unión, “me comprometí a estar muy cerca de la gente de mi distrito. Tengo la certeza de que sólo la comunicación directa y constante entre legislador y ciudadanos, da forma a iniciativas o gestiones que respondan a lo que realmente queremos los tampiqueños”.
Mencionó que nuestro país atraviesa momentos muy difíciles que desafortunadamente revelan estrategias de gobierno poco asertivas para solucionar los grandes problemas nacionales, “ahora más que nunca los ciudadanos debemos estar unidos, la voz de cada uno de ustedes debe tener peso específico y ésa es mi responsabilidad en el Congreso”.

Pacheco Díaz señaló que desde su origen, pero sobre todo en los últimos años, el Partido Acción Nacional se ha distinguido por estar al lado de los mexicanos, pugnando siempre por construir un país que ofrezca a sus habitantes seguridad, certidumbre, paz, armonía, bienestar y progreso económico, “trasladamos la misma premisa a Tamaulipas y específicamente a este Distrito, pues Tampico enfrenta un grave problema de inseguridad, pese a intentos de algunas instancias por maquillar la realidad con cifras alegres. Los riesgos para la gente de bien, para quien trabaja honestamente buscando la prosperidad de su familia y de la sociedad… continúan”.

Abundó que mientras algunas voces afirman que no pasa nada, “las estadísticas que revela el sistema nacional de seguridad reflejan que en el 2013 Tamaulipas ocupó el primer lugar nacional en secuestros y es Tampico la cabeza de este lamentable indicador. He solicitado enfáticamente reforzar la presencia de fuerzas federales en la zona, pues vemos en su respaldo la única alternativa viable para lograr tranquilidad y certidumbre”.
Al respecto, felicitó y reconoció a las instituciones armadas por su invaluable labor.

Indicó que los diputados federales de la fracción panista, “somos celosos guardianes de la transparencia y la rendición de cuentas. Por ello logramos que el Instituto Federal de Acceso a la Información cuente con la estructura jurídica, administrativa y financiera que impida el sometimiento al gobierno.

Y estos criterios los haremos valer a nivel estatal y municipal para frenar dispendios o manejos deshonestos de cualquier administración”.

En otro rubro, expresó que la Reforma Energética recientemente aprobada condensa 12 años de propuestas del Partido Acción Nacional. Las ideas visionarias del PAN, que el PRI rechazó en el 2008 son la esencia de la actual reforma energética, “quienes integramos el Grupo Parlamentario del PAN, seremos causantes directos de la modificación positiva y gradual de este sector para beneficio de los mexicanos”.

Afirmó que gracias a las propuestas del Partido Acción Nacional que fueron tomadas por el Ejecutivo para presentar su iniciativa integral de Reforma Energética, dejaremos de importar gas y gasolina, bajarán a mediano plazo los precios de energía eléctrica y gas doméstico y acabaremos con la corrupción en Petróleos Mexicanos”.

Asimismo, el legislador tamaulipeco aseveró: “como diputado federal exhorté al ejecutivo a publicar en el Diario Oficial de la Federación el Reglamento de la Ley de Navegación y comercios marítimos, que brinda certidumbre a las empresas que participan en este rubro estratégico y nos posicione más sólidamente en el mapa de comercio global. Seguiré impulsando los puertos, en lo particular Tampico y Altamira a fin de fortalecer la actividad marítima y portuaria de nuestra marina mercante".

“Además, presentamos los fundamentos jurídicos de los Centros Unificadores la Atención de Incidencias Marítimo y Portuarias, así como la situación que guarda la Educación Náutica en México en la tribuna del Congreso".

“Se elaboró un punto de acuerdo donde se exhorta a la Secretaría de Energía a publicar en el Diario Oficial de la Federación regulación de precios y tarifas aplicables a las actividades de Transporte, Almacenamiento y distribución de Gas L.P. Suscribí como tu Diputado Federal, dos proyectos de decreto que reforman y adicionan diversas disposiciones de Ley y me adherí a 24 iniciativas de ley”.

Destacó que además de esta evidencia de trabajo legislativo, alcanzó un logro histórico en materia de gestión, “estableciendo una relación directa y cordial con algunas entidades del gobierno federal y municipal, valer el legítimo derecho de los tampiqueños a una vida mejor, más de 60 millones de pesos en recursos que hoy se traducen en 17 calles pavimentadas, las cuales representan más de siete kilómetros de vialidades totalmente nuevas para la ciudad, así como canchas deportivas y espacios culturales que generan un bienestar directo, de alto impacto social a las familias, respaldadas con fondos obtenidos a través de la representación ciudadana, como su diputado federal”.

Por último, Germán Pacheco se comprometió firmemente a mantener ese contacto permanente y muy cercano con la ciudadanía, “pues sus inquietudes y demandas son la esencia de mi trabajo en la Cámara de Diputados”.

Pemex adjudica los dos floteles a los astilleros gallegos Hijos de J. Barreras y Navantia Ferrol

Punto y final a la incertidumbre. La filial del gigante mexicano Pemex, Pemex Exploración y Producción (PEP), ha escogido a Hijos de J. Barreras y Navantia para que construyan los dos buques hotel (floteles) al mejorar la oferta de otras siete empresas en un concurso público internacional. A las 3:15 de la madrugada hora española, la petrolera comunicó el fallo que culmina un proceso retransmitido casi a diario desde otoño de 2012. El astillero vigués, del que Pemex posee el 51% de las acciones desde el pasado mes de diciembre, logra así la adjudicación de un sexto buque en poco más de un mes. El anuncio de ayer se produjo al sexto intento, tras retrasos reiterados por parte de la firma azteca.


"Tras la presentación de las propuestas técnicas y económicas, la oferta presentada por PMI Norteamérica S.A. de C.V. resultó ganadora con el precio más bajo solvente", dijo Pemex en una nota oficial. Con PMI, filial de la petrolera, concurrían tanto el astillero de Vigo como el de Ferrol. Barreras ya tenía carga de trabajo garantizada gracias a la entrada en el capital de Pemex, y en febrero comenzará con la construcción de un atunero para la armadora azteca Procesa. Este pedido será el primero en llenar las gradas del astillero, que han estado vacías los últimos 30 meses. El buque (bautizado provisionalmente como HJB-1600) tendrá 79,5 metros de eslora y su precio ronda los 20 millones de euros. A mayores, el astillero vigués prevé construir tres buques tanque para su socio de control, Petróleos Mexicanos, pedido que tiene un plazo de ejecución de 26 meses. El quinto barco, a mayores del flotel, es un supply para las armadoras Diavaz (México) y Oceanteam (Holanda). Navantia vuelve al trabajo después de haber el LHD Adelaide a principios de diciembre. El flotel era su única esperanza para llenar sus gradas vacías. El flotel garantiza carga de trabajo para unos dos años.

IMO 2014 priorities outlined


In his new year address, IMO secretary general Koji Sekimizu outlined some of the targets, challenges and priorities the organisation faces this year.

In his speech, given at the first meeting of the newly-formed IMO Sub-Committee on Ship Design and Construction, he reiterated his commitment to previously-stated targets of eliminating piracy and halving maritime casualties.
He said he also hoped for further progress in the ‘Accident Zero’ campaign, which he launched last year in conjunction with IALA (the International Association of Lighthouse Authorities) and pledged further efforts to implement the Djibouti Code of Conduct with IMO’s partner organisations.
Sekimizu repeated his call of last year, made at IMO’s Future Ship Safety Symposium, for serious efforts to begin to develop a “new concept” of ship safety.
This, he said, could be enshrined in a new SOLAS Convention to be adopted in 2024, which would mark 50 years since the adoption of the current SOLAS Convention – SOLAS 1974. Sekimizu urged IMO member governments and the shipping industry to put forward contributions on the subject for discussion at the next session of the Maritime Safety Committee.
Other high-priority issues for this coming biennium highlighted by Sekimizu included:

· The smooth introduction of IMO’s new sub-committee structure.
· Preparation for the organisation’s mandatory Member State Audit Scheme
· Implementation of goal-based standards for construction of tankers and bulk carriers.
· Adoption of a mandatory polar code during 2014.
· Handing over implementation of the Djibouti Code of Conduct to the signatory states and establishing a similar project for the Gulf of Guinea.
· Implementation of the EEDI.

He also pledged that he would also continue his review and reform efforts in order to ensure an even more efficient delivery from the IMO Secretariat.
In addition, he launched the theme of this year’s World Maritime Day - “IMO conventions: effective implementation, expressing the hope that the year would see genuine progress towards effective and global implementation of all IMO conventions.
Sekimizu said the theme provided an opportunity to shine a spotlight on those IMO treaty instruments which have not yet entered into force, as well as wider and more effective implementation of measures already agreed or in place.
