INTERTANKO’S HELLENIC MEDITERRANEAN PANEL WELCOMES PARIS MOU’S SCHIFERLI

The Paris MoU’s New Inspection Regime for European port state control was presented by the organisation’s General Secretary Richard Schiferli to INTERTANKO’s Hellenic Mediterranean Panel which met last week in Athens. This new regime, which enters into force 1 January 2011, is a risk-based targeting mechanism which rewards quality shipping with a smaller inspection burden and concentrates on high-risk ships which will have more in-depth and more frequent inspections.

60 representatives from INTERTANKO’s local Members gathered also to discuss the Association’s draft Policy Paper on Greenhouse Gas emissions with Technical Director Dragos Rauta, as well as the operational implications of international and regional air emissions regulation.

The Association’s Environment Manager Tim Wilkins led a discussion on Black Sea ballast water ‘fines’ and also on the operational implications of key environmental regulation.

Panel Chairman Costis Kertsikoff had completed his two-year term and Vice-Chairman Dimitris Korkodilos (Andriaki Shipping) was elected as Chairman.

Kostas Vlachos (Consolidated Marine Management) was re-elected for another two years as Vice Chairman.

The Panel endorsed the membership applications of three new Athens-based Members, AMT Management, Empire Navigation and Almi Tankers, which will be put up to Council for confirmation in November.

INTERTANKO's Environmental Manager, Tim Wilkins, joined a Panel discussion at last week's Maritime Cyprus Young Executive Conference focusing on the climate change challenge in shipping.

Chaired by Themis Papadopoulos, CEO of Interorient, the Panellists were first given time to focus on their particular area of expertise. In this respect Wilkins' presentation concentrated on the challenge climate change presented to the tanker industry. He outlined that the tanker sector has a strong environmental performance and as such is able and willing to tackle the challenge of climate change. This, Wilkins demonstrated, was encapsulated by the INTERTANKO initiative of completing a Guide on Tanker Energy Efficiency Management, which has only recently been approved by the Association's Environmental Committee and the INTERTANKO Safety, Technical and Environmental Committee (ISTEC).

Wilkins was joined on the Panel by Ms Liliana Fernandez from Panama and Niels Bjorn Mortensen of BIMCO. Ms Fernandez provided an insight into the climate change issue from a maritime administration and a developing country perspective. This provoked questions from the 100+ delegates regarding the responsibilities of developed and developing countries in the climate change discussion.

On the development of the market-based measures in particular, there was general acknowledgement during the discussion that the financial measures to reduce CO2 emissions would present considerable problems for such an international industry.
