The Federal Ministry of Transport, through the Nigerian Maritime Administration and Safety Agency, NIMASA, has subscribed to the International Maritime Organization, IMO, member State Voluntary Audit Scheme.
The scope of Audit contained in the Memorandum of Cooperation signed by Nigeria and IMO include methodologies for Maritime Law enforcement, strategies for Flag State and Port State Control in Nigeria, Marine Management Strategies, domesticated Conventions, Marine Search and Rescue. Others are liaison with recognized Organizations, Flag State Reporting methods to the IMO, and General Safety Administration profile.
The Audit is aimed at assessing methodologies and strategies for achieving the objectives of Flag State implementation and Port State Control which include Safety of Life at Sea, SOLAS, MARPOL, STCW AND POLLUTION REGULATIONS amongst others.
This voluntary submission for Audit by Nigeria is scheduled to take place between 14th â€" 17th of September 2009 and has the potential to place the country as Africa’s voice at the IMO.
At the moment, only South Africa and Liberia have undertaken voluntary Audit scheme on the African continent which the IMO has constantly requested member states to submit their Maritime Administrations for voluntary audit schemes.
The Voluntary IMO Member State Audit Scheme is intended to provide an audited Member State with a comprehensive and objective assessment of how effectively it administers and implements those mandatory IMO instruments which are covered by the Scheme.
Benefits accruable to Nigeria under this audit scheme include the identification of areas where the country requires technical assistance from the IMO. The country will also receive valuable feedback from the IMO on ways to improve on its Port and Flag State control activities.
Results from the Nigerian Audit process will also be systematically fed back into the regulatory process at IMO to help make measurable improvements in the effectiveness of the international regulatory framework of shipping.
The Scheme was approved by the IMO, at its twenty-third Assembly in November 2003, and adopted at its 25th Assembly in December 2005 for the implementation of mandatory IMO instruments which provides the audit standard
