THE NATIONAL Coalition of Shipping Associations is threatening to go on strike if Maritime Industry Authority (Marina) head Ma. Elena H. Bautista continues to set rules “detrimental” to the industry.
In a letter to the Transportation department, the group said that “while we recognize the intent to effect strict safety measures in the shipping industry, these circulars are now being issued and effective with little or no consultation with the shipping sector.”
“Ship owners are now faced with Memorandum Circulars that require expeditious appeals and position papers [for] Marina to reconsider several circumstances and consequences that were not considered ... in their haste to issue regulations without consulting the concerned parties,” the group said.
“These circulars have only created costly punitive measures to the shipping industry, and do nothing to prevent another sea disaster,” it added.
It said the dry-docking of all ships for inspections every time one ship is involved in an accident is costing ship owners money.
Ms. Bautista could not be reached for a comment. Marina has tightened its grip on the industry following three sea tragedies late last year involving Aboitiz Transport System Corp. and two smaller operators.
