Signing ceremony set for Rotterdam rules

A signing ceremony and accompanying symposium on a new convention prescribing ocean cargo liability rules will take place September 20-23, 2009 in Rotterdam, Netherlands. Titled after the signing venue, the Rotterdam Rules received final approval in the United Nations General Assembly last December (Notice, December 12).


In May the League approved adoption of a special resolution which formally supports the new convention. This support also includes urging the United States government to ratify the new convention (which embodies the Rules) and to seek charges consistent with the Rules in domestic U.S. law known as the Carriage of Goods by Sea Act (COGSA) (Notice, May 8).


For over 10 years the League has strongly supported maritime cargo liability reforms reflective of modern shipping practices through work with the: Organization for Economic Cooperation and Development (OECD); the Comité Maritime International (CMI); the League's 2001 Memorandum of Agreement with the World Shipping Council; and most recently as a private industry advisor to the United Nations Committee on International Trade Law's Working Group #III.


The League will be in attendance and listed as part of the United States delegation which will be attending the September event.
