Tampico, Tamaulipas.-El Gobierno del Estado está buscando asegurar los predios necesarios para garantizar la construcción de una terminal de usos múltiples, incluso para actividades turísticas en la margen del río Pánuco en Ciudad Madero, expuso el director general de Servicios Turísticos, Carlos Leyva Amour.
Entrevistado, el funcionario dijo que el interés de la Administración Portuaria Integral por comprar predios en las colonias aledañas a la Refinería Madero debe asegurarse para impulsar el desarrollo económico de esta parte de la ciudad.
"Si están comprando estos terrenos es por algo, es porque se tiene programado hacer un proyecto como la terminal de usos múltiples", dijo el funcionario estatal quien confió en que los espacios citados no sean objeto de una comercialización más adelante, como supuestamente fue informado hace días.
Leyva Amour citó que por parte del Gobierno del Estado se tiene la confianza de que se construya este muelle para que Ciudad Madero reciba carga y a la vez se puedan atender los cruceros con capacidad superior a tres mil habitaciones.
Recordó que por sus dimensiones algunas embarcaciones no pueden ingresar más allá del puente Tampico, por lo que se ha visualizado la opción de construir instalaciones más adecuadas en la colonia La Barra, creando un corredor turístico importante al ligar la zona de desembarque con la playa de Miramar.

Management Overview
Javier Segovia, president of Grupo TMM, said, "You can clearly see from our press release that Grupo TMM is growing and is improving its operating performance. Improved results are reflected in not only Maritime and Ports, where both divisions are on target with this year's guidance, but also in Logistics where investments are now occurring. During the third and fourth quarters of 2007 all divisions of TMM will excel. As you know we increased our flexibility as we paid all of our bondholders in full, and we are now ready to seize accretive opportunities as they present themselves in Maritime, Logistics and Ports. Also, during the first quarter we continued to explore alternatives to improve our debt maturity profile and to lower our debt service. We will soon be able to provide our shareholders with more information on these accretive moves and alternatives.
"Our results are reflecting real improvement. EBITDA after corporate expenses in the fourth quarter of 2006 was $7.0 million, and in the first quarter of 2007 was $12.8 million. In 2006 we produced $31.7 million of EBITDA, and in 2007 we anticipate producing an EBITDA of $58 million after corporate expense of approximately $17 million. By the third and fourth quarters of 2007, as Logistics continues to bring on its equipment, and as we position that equipment and eliminate and sell older and unusable assets, the Logistics run rate target of $17 million of EBITDA per year will become a reality."
Segovia continued, "As you all know, the Mexican government has indicated that expanded exploration in the Gulf of Mexico is of paramount importance in order to replace oil reserves that are declining and has determined a need to increase the entire Mexican offshore fleet capability by 11 percent. In 2006, we invested in modern offshore vessels that will enable Grupo TMM to be well positioned to assist the Mexican government in this expansion process.
"In addition, the Mexican government recently announced its decision to replace its product tanker fleet for distribution of oil products in the Pacific and the Gulf of Mexico coastlines. We anticipate that PEMEX will ultimately own 10 vessels and will charter another 10. PEMEX has to replace six owned vessels in order to comply with Marpol regulations. We believe PEMEX will turn to companies like ours which can acquire and operate these vessels, and that have a solid 13-year performance record, with experience and knowledgeable personnel that have managed crews, and that operates under the Mexican flag. Our current and future state of financial options and our knowledge of the Mexican oil industry, joined with the accelerating governmental demand for exploration and for the additional desire to replace product tanker vessels positions Grupo TMM with great competitive advantages. We believe that our Maritime division will meet its target EBITDA of $55 million in 2007.

Comparing the first quarter of 2007 with the same period of last year:
-- Revenue increased 26.7 percent to $15.7 million in the offshore segment mainly attributable to average daily rate increases and to two additional vessels in operation
-- Cost reduction of 23.1 percent in the offshore segment due to the conversion of vessels from a leased to an owned status resulting in a gross profit increase of 197.4 percent

El alcalde de Los Angeles, California, Antonio Villaraigosa, y el secretario de Comunicaciones y Transportes de México, Luis Téllez, firmaron el Memorándum de Entendimiento para promover la cooperación entre el puerto de esa ciudad estadounidense y los del pacífico mexicano.
En conferencia de prensa, el alcalde Antonio Villaraigosa mencionó que con esta acción bilateral se pone en práctica un nuevo esquema de entendimiento y cooperación entre la ciudad de Los Angeles y el gobierno mexicano.
De acuerdo con el Memorándum que será efectivo durante los próximos dos años, fueron ocho puntos los pactados, entre los que destaca la promoción de intercambios regulares del personal de las terminales marítimas.
Asimismo, se acordaron visitas anuales de funcionarios y operadores de puertos mexicanos como el de Ensenada, Guaymas, Manzanillo y Lázaro Cárdenas, hacia dicha terminal marítima californiana, para mejorar la calidad, seguridad y estrategias de intercambio.
Otro segmento que se promoverá como parte del memorándum es el desarrollo de estrategias en materia de cruceros, dado que el puerto de Los Angeles es el principal apostadero de origen hacia el pacífico mexicano.
Según el documento, el intercambio comercial entre México y Estados Unidos asciende a 14 mil millones de dólares, aunque sólo alrededor de uno por ciento de esta cifra se realiza a través de los puertos marítimos.
En el acto, se anunció que Los Angeles será la sede de la Primera Conferencia de Puertos Mexicanos, a efectuarse del 14 al 16 de noviembre próximo.

Las recaudaciones que recibió el Estado panameño el año pasado por sus oficinas consulares y la marina mercante sumaron 42.5 millones de dólares, 18% o 17.9 millones de dólares menos que en 2005, reveló la Contraloría en su último informe preliminar.
La recaudación bruta de los consulados y marina mercante llegó a 53.7 millones de dólares, siendo el fuerte la emisión de certificado de competencia, por el cual recaudaron 17.5 millones de dólares. Pero a esto hay que descontar los gastos de funcionamiento, que llegaron a 8.5 millones de dólares, unos 500 mil dólares menos que el año previo.
En estas oficinas, también se pagaron 2.5 millones de dólares en honorarios.
La recaudación ordinaria mantuvo su tendencia alcista, llegando a 3.3 millones de dólares, 1.1 millón más que en 2005. Pero las recaudaciones por abanderamiento cayeron a 1.4 millón de dólares, una contracción de 39%.
La Contraloría informó que unos 378 funcionarios consulares dejaron cuentas pendientes con el Estado por 2.6 millones de dólares.
